On Circular Quay, below the Harbour Bridge and opposite the Sydney Opera House, Campbell’s Stores and Campbell’s Cove revitalises this historically significant place as a world class waterfront promenade and restaurant precinct.

JPW designed the revitalisation of Campbells Cove, incorporating adaptive reuse of heritage buildings and a promenade foreshore area. Our goal was to reveal the original heritage fabric and reconnect the building to the city, Rocks, and Harbour foreshore.

We worked closely with stakeholders, including the Port Authority of NSW, RMS, and SHFA, to successfully lodge a State Significant Development Application (SSDA). The project involved navigating complex challenges, including underground services, archaeology, and fragile existing buildings.

Our design has opened up the precinct to the harbour, creating a destination worthy of the site. We collaborated with OCP Architects as Campbells Store Heritage Conservation Architect and context Landscape for construction documentation.

The wharves were established from the early 1800’s and Campbell’s Stores, constructed between 1851-1915, are a superb example of mid nineteenth century Sydney Harbour sandstone warehouses.

In 2012, the site had undergone considerable modification and presented in a worn and dilapidated state in urgent need of conservation.

An international standard waterfront promenade on Sydney Harbour in the remarkable, historic setting of Campbell’s Cove, the Sydney Opera House and the Harbour Bridge to grow Brand Sydney.

Vision Statement

JPW’s strategy reveals the original fabric, connects the building with the city, the Rocks and the foreshore; and inserts contemporary elements to provide international standard facilities and realise the shared vision of the NSW Government and the client to revitalise the place and transform Campbell’s Stores into a world class dining precinct.

The complex 3D jig-saw puzzle of land ownership that had accumulated over many decades was untangled by JPW to deliver a simpler, clearer and expanded promenade lined with outdoor dining that reinforces Sydney’s ‘cultural ribbon’ and connection to the harbour.

The sculptural promenade responds to the waterfront, The Rocks, the Sydney Opera House and Sydney Harbour Bridge. Further, the promenade supports New Year’s Eve, Vivid Sydney, the Sydney to Hobart Yacht Race and the Overseas Passenger Terminal.

The waterfront promenade creates the largest public gathering space in the Rocks Precinct with a unique cove setting for convention, dining, festivals, open air cinema, art and performances of all kinds including Festival of Sydney and Sydney Biennale.

JPW acknowledges the Traditional Custodians of Country and honours their continuing connection to lands, waters, skies and communities.
